Overview: The Gotham Police Department has been (and currently is) in the process of cleaning up corruption within its ranks, while concurrently taking down the mob behind the scenes. This precarious position allowed the Joker to weave his way through the system's vulnerabilities, relaying sensitive information to his co-conspirators for months.
