Unknown propaganda

Overview: The Joker once again staged a meeting for his accomplices, directing them to conduct another wild goose chase for authorities on the ground in major cities around the world. They were rewarded with another propaganda film, which excited his recruits to a disturbing level. One person per location was also handed a vandalized version of the film, which the Joker left messages regarding his thoughts on various players in this investigation.
