The Joker

Overview: We have investigated the Joker's activities back from when he was a single individual mocking Harvey Dent's election campaign. Over the course of a year, he recruited followers in and outside of Gotham via various means, attracting them with exercises in the guise of carnival games (including prizes of propaganda), and using them for his own schemes. He also passed them sensitive information about the inner workings of Gotham's justice system. We must be vigilant.
